Well he is not all bad... he just don't seem to know how to finish things or stand on his own hooves properly, not helped by the parents not giving that extra push "out of the nest".
I know that many people (myself included) struggle with completing things... for different reason... one being lack of self confidence.

Zephyr is acting stupid, he is annoying and kinda arrogant, but on a deeper level he really lacks confidence in himself and seemingly having trouble finding his place among other ponies, without peeving them. 

I did not like him that much, because of the annoying part, but I can appreciate the story that he brought to the show, seeing it is one that I think a lot of people can reflect on, regarding their own lives.
