Use Carbon Tetrachloride in one highly pressurized container, denatured alcohol in another, and powdered hydrochloric acid in the third. Touching the pad adjusts the ratio at which they are released. The first two ingredients form a thick, stretchy, and sticky polymer at their point of contact. Ideally this would be just beyond the nozzle of the device. The third ingredient is a drying agent. Adjusting this adjusts how sticky and how stretchy that polymer is. Problem: Carbon Tetrachloride is very toxic and extremely dense and heavy. It is used in dry cleaning and is therefore not too difficult to obtain. Could it be pressurized and placed in a miniature tank on your wrist? Highly doubtful with modern technology. Would this polymer support the weight of a grown man? A thick enough strand can and has. Can it be made into a net instantly that catches bad guys without a fuss? Creating a nozzle that molds the emerging polymer into a net-shape may be possible, but you would have to find a way to change nozzles to get different effects. I came up with this in junior high school. Cobra!
