i used the cpl filter to have nicer contrasts in the sky and to control the reflexions from the building. it's quite an amazing filter.
the majority of the effect comes from the processing i did in photomatix and ps later.

I'm very impressed...what program did you use? Mind sharing any tips? I'm fairly new to the HDR process and I've been trying some out, but without much success..

for this one i used photomatix and ps.
first i did the pseudo-hdr from raw and the tonemapping in photomatix.
then in ps i duplicated the photo into several layers and adjusted the lights/shadows/hue/brightnes/contrast/saturation according to what i wished the different parts to be and masked out the parts of the layers i did not need. all in all a ps file with a filesize of about 350MB.
in fact there is no absolute way to achieve a certain look, it's all about playing with photomatix 'til you like what you see and then doing minor/partial adjustments in ps...
hope this helps at least a little.
and as to using multiple exposures or a single raw image: it depends on what is in the picture. sometimes i use single raw, sometimes 3 bracketed shots (+/- 1,7EV) and sometimes up to 9 shots. but most of the time it's the 3 bracketed shots, which is pretty easy and you can mostly do it without having to haul along a tripod.
