It's a pun. I think it was in the Sun Vulcan ED but I'm not sure. It was definitely in Sun Vulcan's "Big Gathering of 30 Sentai" segment during Boukenger's run and an early episode of Gokaiger. "Ichi tasu, ni tasu" roughly translates as "One plus, two plus" the pun is concluded by saying "Sun Vulcan" Sun sounds like san, which is Japanese for the number 3
