Well, the final stage of the tutorial said to take a large brush, reduce the opacity, and give the eye a click slightly off center to give it that 3d illusion.

Oh yeah, gimp doesn't have a brush that big

Are you using the scroll bar to define the brush size?

I accadentaly figured it out.
A friend of mine gave me Photoshop
So I think I'll be doing a lot better now
