Ursa looks like she thinks something's wrong, with how she's looking at baby Azula she must be sensing something isn't right and it's causing her to worry about her daughter.
And of course, sadly, she is right.
Despite she does have PND she knows something's not right.

This is really nice, despite it being rather sad.
It kind of makes you wonder if something like this really did happen? Did you ever consider drawing a follow-up picture? Perhaps one that focuses on Azula and Ursa post-finale.

that's a really good idea! i think i might just have a stab at it. the finale was nice in that it gave us closure but also left a few things unsaid to dwell on i guess.

Personally, I prefer all plot points to be taken care of by the end of a story. But that's just crazy old me!
