A couple of questions:

Is it okay to use your resources to make our own textures? -- I am asking because I was thinking about trying to make one.

When you create the bokeh effect, is that something that can be created in Photoshop?

1. sure (sorry, late response)
2. yep, but it's not the same. to take a bokeh-shot you need a dslr with a macro/wide mm lense, these rings are blurry light-sources like drops, shards, reflections and so on.

Don't worry. I've downloaded bokeh brushes and used them. You're right, it isn't the same. I prefer how the bokeh photos look more--prettier and easier to find a way to use them. I'll have to get a camera sometime.
