Looking at it´s stats it the only thing it would speed tie with its only counter Talonflame asuming it doesn´t get KO after setting up Tail Glow there be almost no chance of defeating it for the oponent but if there where less base speed it wouln´t be a issue maybe take 20 of the speed and put them in other stats maybe in atatck it seems a bit odd it would have the same attack as its first stage even though their not phisically orieneted pokemon
