It's all so subjective... let people disagree, but your first objective should always be to speak to your own eyes / head / heart. The more that an artist tries to consciously apply the "what would other people think of this" rule, and its correlary ("maybe I should do it this way so that other people will like it more"), the less their creation will resemble an actual work of art.

this... REALLY needs more attention. the colours in the fore and backgrounds contrast so nicely, you have no trouble focusing, and besides, it's neat.
