I FINALLY FINISHED IT!! YESS!!!made the edges more jagged but now theres a bit of white around the edge of the electricity, which i dont understand because i was working on a transparent background o_O. wtf happened plz?

Just a little constructive-criticism
The lightning looks too smooth to be... lightning. The emote when he is getting shocked looks like a lightbulb rather than a conductor for massive painfulness...
It would help if you zig-zagged those pixels a little bit, making it more jagged than round.
But overall its awesome! The Pikachu is very well pixeled! Your shading technique for the Emote could use a tad bit more work, but thats not really a big issue.
