SAI only works on a desktop and it isn't free D:
I think you have to spend 40$ to get the program on a windows PC.

Question: Uhm...I'm not into digi art that much sooooo - what does an overlay layer do?

Overlay layers usually add the current color you use to the photo.
It kind of like having a photo of a flower, and putting an overlay layer over it with green, and the photo will look more green because of the overlay.
It works in many ways like that, adds contrast, and just works for lighting overall.
