Anyways, to confirm, yes! Mephiles is in his solid form now. If you remember back in issue 1 , Mephiles appeared as an illusion and stole Infinite's shadow to take his appearance. So now that the Phantom Ruby broke from being under wrong containment (huehuehue), Mephiles has the ability to use what he gathered from his shadow and take solid form. He's also carrying the real ruby on his chest, as you can see that it shattered and reformed in frame 5.
