Yes, it does, but he was just digesting and airing his wings. Cormorant's wing are not impermeable so they need to dry them before flying off

Yeah some 10+ years ago they claimed them of stealing all the fish of  the Zürichsee and wanted compensations

Some cameras proofed the fishermen were doing nightshifts to get the fish, while claiming compensations in daylight.


Where I live there are a lot of Karpfenweier (Cyprinus carpio) they hate, even there is a program to compensate (heavily it is)

alas there is a problem those Karpfenweiher (fishponds) must be known to the tax office

Carp are something you rarely see eaten in France, so they're reseved for the comorants
In Asia they put a ring around the necks and train them to catch fish...
