Celestia gave Cadence her horn after she finished herΒ magical emotional adventure, I assume she can do the same to Tempest.
Alternatively maybe she could get on Discord's good side and he could poof her a new horn.Β

Although what I got was that it's less Celestia magicking a horn into being and more along the lines of her guiding ponies down a path that will lead them to achieving self-realization, performing a deed of great magic and heroism and becoming a person of great moral standing, and thereby ascend to alicornhood. Which is... not unimpressive in its own right, to put it mildly, if a bit more indirect.
Or it might be I'mΒ pulling a Mudbriar, overthinking this and being obnoxiously pedantic about something that doesn't really warrant it.
Regardless, I figure that deciding to study under Celestia and hoping for a horn definitely sounds like a substantially better long-term life choice than a second stint in villainy.

I think I remember Celestia saying that Twilight turned into her true form or something after she turned into an alicorn. Maybe you would need certain requirements even for Celestia to do something to that effect. Cadence was special, too. Also we don't know if Discord's magic really works that way. I mean we kind of assume he can do anything but maybe if it isn't chaotic enough...Β

this could actually make sense- if Tempest was the one to get to shadow before Stygian and before she met the storm king, then it would have been the perfect replacement for her broken horn
