It’s Lady Arthuria, a rule 63 version of Sir Arthur from the Ghosts N’ Goblins and Ghouls N’ Ghosts games. She is in her underwear because when she takes too many hits during a battle she loses her armor just like her male counterpart and as such she’s wearing a feminine version of Arthur’s boxer shorts. Also like Arthur, witches can show up and transform her like Sinelga here.
