Not according to CAPCOM, the original designe for her in the japanese version describes her as a 'newhalf', which is transexual.

It is not a rumour, it can be seen in the official documents from CapCom, where she is described as a 'newhalf', That is hard facts.

That guy has done 'a Lot' of research and actually managed to put together a whole lot of evidence to prove it is far more then just a rumour.
