Well, for one thing, I don't think pearl would let Amethyst hold Steven, and she herself wouldn't want to hold him.

Who knows? We've only seen a small bit of evidence of this, it's still a cute idea to experiment with. Besides, I think Pearl was just in shock and felt like Steven would be too delicate when she refused to hold him, not to mention all the memories that would come flooding back in that moment after seeing Steven as a baby again.
