Brian Recks had a shit life. A teenage runaway turned anarchistic gang member (now in his mid twenties), his life seemed destined for self-destruction. Known for high profile technology heists and vicious anarchistic chaos, The gang he had pledged himself to was a twisted one indeed. Even worse, some of the wilder members were known to graft the stolen cybernetics and technology to their bodies, becoming even stronger. Brian relished the chance to experiment with all the tech he could get his hands on, eventually becoming the most technologically knowledgable member of the gang, even going as far as to replace his entire left arm with a highly advanced weapon prosthesis. But a hard lived life can only be lived so long. The gang had become more and more violent in their activities, and Brian found himself withdrawing, even considering leaving them altogether. During a particularly high profile heist, one of the members murdered a security guard. Brian chastised his fellow gang member for such savagery and without a moment's hesitation, they descended on him as well. They tore at him like rabid dogs, ravaging his cybernetics and leaving him for dead at the scene. A lone hero soon showed up, responding to the silent alarm. Brian only remembers a tall, dark shadow looming over him as he whimpered "...help." before blacking out.
That was three months ago.
Brian has a new lease on life now. He had become close with the hero that had saved him and was now sponsoring him in a controversial rehabilitative program called "Project Redemption". The program gave low-threat superpowered criminals a chance to redeem themselves through "public service" under the word of recognized heroes in good standing.
Brian now had a second chance on the side of the angels. With technological know how, a fraction of his previous cybernetic might and a new hope SHOCK ROCKER is ready to shock the hell out of criminal scum! Oi Oi! This punk will NEVER die!

Shock Rocker can easily be classified as a "tech blaster". He only has a fraction of his former abilities, but with his new lease on life, he'll be able to legally modify his cybernetics as he gains standing as a hero. One modification that couldn't be ruined in the attack was a colony of highly advanced energy conversion nanites that Brian added into his own tattoo ink. This nanotech allows him to absorb, store, and channel basic electrical energy, turning him in a living, mohawked battery. His capacity is reletively low, but will increase in time as the nanites integrate further into his nervous system. Brian's prosthetic arm, while basic in design, allows him to tap into his energy reserves for punishing electrical offensive attacks, such as lightning bolts. Brian auguments his attacks to be high voltage and low ampere, causing harm but not deadly damage. As time goes on, he'll be able to add further advancements to his armaments.

Shock Rocker is my ideal of redemption. He's done bad, but not so bad that he can't recover and become something greater. The one single act of kindness by a hero has changed him and he's hellbent on living up to that hero's example. Like OutRage, Shock Rocker just can't shut up in a fight. Slamming his opponents with both punishing electricity and his sharp tongue just makes heroism more fun. He and OutRage have become -very- close since his rescue.
