Experimenting again.Uhhhgh, nothing to say here, but I am tired from shopping.
I really didn't like how the lineart turned out either, damn pose.
Hermes yet again, hahahahahahaha.

It's pretty easy to do it (if you have Photoshop or any similar program).
All you need to do is make a new layer, draw out lines in the direction you want the rain to go first.
Next, you just create a new layer copy (duplicate it) from that layer and blur it.
That's it.
Just play around with it for a bit till you get the hang of it!
