Hawkman's original Power Grid was not good.  A max 6 Character at 20 points, with a shitty Inherent Ability that relied on cards no one played?  Yuck.  First of all, 4I?  Really?  For a character whose idea of problem-solving is to smash things with a mace?  He's very good at smashing things with a mace, but seriously, that's all he does!  I think his substantial combat experience is better represented by an increase to his Fighting stat rather than Intellect.  I've read descriptions of his skills that state he's rather intelligent and experienced in several scientific fields.  But I don't see it.  That's not how he's written in the comics, or in any of his appearances in other media.  The 4E didn't seem appropriate either considering his overall lack of Energy-based weapons and attacks.  I don't think that Thanagarian blaster is in his possession anymore.  A 2 is good enough to represent his heightened senses and accelerated healing.

As for his Identity, Carter Hall is the classic, most recognized name associated with Hawkman across all media.  Also the most recent pre-Flashpoint name he went by.  It's doubtful I'll do up other versions of Hawkman, since they are all basically the same character at various points in his endless stream of reincarnations.
