Juggy's original 3-stat incarnation was insulting, and surprisingly enough, the game's designers actually realized this and bumped him up for IQ . Maybe just a bit too much, as a 4 in Energy doesn't seem quite right. He's got his forcefield, purely defensive, and a healing factor. That says 3 to me. However, if I were going to implement negative Inherent Abilities on a large scale, I could see possibly raising his Energy quite a bit and restricting it to defense. But that's just not a road I want to go down with Third Edition. Maybe a Special would be more appropriate to represent that power.
