Hulk's second revised Special is considerably more useful this time around. Originally it was restricted to Universe cards . Practically worthless since Universe cards themselves (Basic and Training anyway) are unplayable garbage. No one used them, so why would you play a Universe-hate card? Especially one this limited. I get that one of the ways the designers tried to balance the game was by giving better Specials to characters with worse Power Grids. So therefore, characters like Hulk with 8s on their Grids would end up pretty lacking in the Specials department. But see the thing is, there's only so much deck space available. Why even bother printing Specials that no one's going to use? Giving every character useful Specials just gives them more options. It makes characters more versatile. I dunno, maybe they just grossly overestimated the value of Universe cards. Looking at some of the cards from the original set, that certainly seems to be the case.

EDIT: Boosted the card by changing "Target Character" to "Opponent," which is now the new standard for AI Specials in OP3. It doesn't target a character, so it can no longer be avoided.

EDIT #2: Removed the "Bruce Banner" Identity, so it can now be played by anyone called Hulk .
