The characters are Ladybug and Chat Noir (French name). They are characters from Miraculous Ladybug, I don't know if you know this show or not, but it's really good.

Chat Noir has feathered wings because in the french full opening, it's sang ''the the black cat is no/not an) angel.'', so he has angel wings because of this. But in his civilian form, he has normal dragon wings: owibyx.deviantart.com/art/Adri…

Just to explain a bit the drawing, Chat Noir likes Ladybug so he's often flirty around her and she annoyed sometimes by his behavior, but in season 2, she accepts a bit more his puns and flirtiness....
