Found some time to do work on a personnal piece!! ( and was too lazy to clean this up )

Sootstar used to give Owlcoat a lot of advices about leading a clan and respect of the rules since she was an apprentice.Β 
He was pretty strict concerning the rules and the respect of traditions. His connection with the Ancients is strong.

Sorta? It's more that it's a different way to display a conversations, usually used by the Norwegians and (apparently) the French. It's a key way to tell if somebody is Norwegian (and I guess French lol), although some are accustomed to using quotation marks.Β 

English: "Hello, my friend! How are you today?" he greeted.Β 

Norwegian: Β«Hallo, vennen min! Har du det i dag?Β» han hilste.Β 

Usage of «» in English would be utterly incorrect and it incenses to see people use it for "style". However, if one is using it out of habit from their native language, such as Norwegian or French, that is acceptable since English-speaking people would probably do the same with quotations in French or Norwegian. While it is technically incorrect, because it is the "fault" of your native language's orthographical etiquette, it is not to be faulted. I programmed my keyboard to be able to do both (I replaced shift+[ and ] to be « and » respectively). That way, when I speak in Norwegian, I am not orthographically incorrect. 

My best guess is that «» is of French origin, since a lot of Romanesque loanwords in Norwegian are a result of the long time that the Danish ruled over Norway, and Denmark was heavily influenced by the French. Thus resulting in words such as /informasjon/ and /detalj/ that are not innately Germanic, rather are of Roman origin. If I am not mistaken, the Danes also use «», thus it is only logical to conclude that the Norwegians got it from the Danes, who got it from the French, who probably have used it for a long time. 

EDIT: researched it quickly. Appears the Italians also use «», thus it is logical to conclude that the French borrow «» from the Italians, who have probably used it all along, while countries such as England and Germany started using conventional quotations, albeit German quotations differ slightly in place to English quotations.
