It's a library computer - I don't think they know how to use the disc clean and stuff, so they slow down.

Computers want to rule the world, so of course they're going to make our lives unbearable - that way, they get more and more powerful with every advancement we make with their programming and designs (No, I am not crazy, I just seem that way)
