Heheh - man I really need to finish up that tutorial so people can understand vector art! Best explained, it's made by taking any picture (realistic or animated), tracing over it with the pen tool in Photoshop to create shapes. These shapes are layered and created in such a way that creates the illusion of a portrait, scene, or whatever.
