Poor Elmo Sputterspark, the only member of the Fearsome Five who knew at first his former classmate: Drake Mallard, became his greatest Arch-Nemesis.

"I am the Terror that Flaps in the night, I am the spark of light that sticks to even the weakest memory, I am Darkwing Duck!" Said Drake.

Quackerjack is right, Megavolt should try to relax (end of S1E53: Stressed to Kill). Maybe then he'll be able to remember easier. Needs comfort.

The problem with Elmo already was that he was too intelligent. And he still is.
Sparky is often seen being genius with his experiments and I think if Darkwing wouldn't interfere so much, he'd be successful quite fast.
But about the intelligence thing:
Some kind of geniuses often tend to forget simple, or even important things because their minds are full. When they work on what is their passion, they usually are fully focusing on that and their progress is amazing. But I've seen high intelligent people who did the dumbest things just because their brain was distracted with other, to them more important, things. A former friend of mine constantly forgot to turn off his oven so his brother had to look after that and turn it off each time he cooked himself something. He often was late to appointments, spaced out a lot and he even sometimes forgot people's names even if he knew them for years. I am not saying that it's a common thing. But I know quite a lot of those people, too. Also parts of his brain's system got fried when he got electrocuted. It might have happened that a few other parts got triggered as well, which makes it "worse". His brain is on high function, the electricity is constantly running through his body (Which I think even leads him to have insomnia caused by his generally high functioning body system) - so yes. I think that's why he's having some kind of partial dementia.
Another thing about many of them is that they got problems with socialising with others. Not saying that they never find friends & co. But to some of them it's harder to bond since they understand emotions in a very different way, a few even don't know how to show any empathy towards others. But it often also leads groups of them to stick together because they understand each other much better than they understand average people and vise versa.
Sparky in fact is a genius and it's hard for him to find people he really likes since it got ruined for him in highschool. It made it harder for him to trust others and he constantly feels misunderstood which lead him to believe he really has to be evil to make it possible to show people how wicked and intelligent he is. All in one, he's honestly very screwed. But that makes him even more interesting? Also, like the group thing, it is shown that he IS able to bond with others even tho he's got his problems with that. Quackerjack for example. Sure QJ is teasing him a lot with nicknames and bad jokes, but on the other hand it's obvious that he's a maniacal genius as well. He seems crazy and plays the dumb guy, but in truth he's a smartass as well. He's more like the creative genius, creating his dangerous toys, etc...
I think they're a perfect match. Like. Two geniuses, but one is more on the science side and the other one is the childish but dangerous type. QJ might not always unterstand what Mega is talking about, but in the end they still work together and if it wasn't for Darkwing, they'd already be able to take over St Canard without the other Fearsomes. 
(I also think if QJ and Sparky had the chance to meet with Phoenix and work with her together, they'd be a horribly good trio. They even wouldn't have needed the other Fearsomes at all.)

And yes, Megavolt should try to relax. But like I said. He's literally on high voltage all the time, most probably not being able to "turn off" his brain. Just imagine thousands of thousand thoughts running on high speed through your head combined with high voltage electricity constantly and non-stop running through your body. It's not easy for him to chill at all, which is often shown when he's getting nervous, angered, very stubborn, etc... His short temper is another result of the impact with the electrical shock back in his teen days. I kinda think that every time he gets a short from having contact with water his body finally is able to relax for a few minutes. "Low on battery" like he likes to say. Which makes sense. All his built up energy gets wasted in one shot and his body gets exhausted a lot, but that even can help him to calm his mind. Still, it's dangerous to him. Each short might cause him to have a heart attack AND I am sure each short fries his brain a little more at certain parts.

But now I'm leaning myself in too far I think. I am not saying that all of this is absolutely canon. But it's what I think and after over 23 years of being a fan of the DWD series which means I've been watching it very often in the past and that I made up my mind and think about it a lot it makes much sense to me. :'D
Still be free to make up your own mind about it all. I am not gonna force my theories onto others. Everyone is free to have their own after all.

Wow, I like your theory. It does fit well with Megavolt.
It's true that when there's a lot in our minds; we often get distracted from many other things. Even makes us rather bitter and more determined to focus only on our own desires. Seems to happen often times nowadays, when people get to us for more and more responsibilities that conflicts with our own time.

I've seen the whole series this year, only once (Regarding the new DuckTales, seen the whole classic DuckTales series too.). But I do often puzzle with the Fearsome Four (excluding NegaDuck). Like what they would do and how to get along with them?

I agree that Megavolt would accept himself as an evil-genius, even though he actually pro-claimed himself a "Misunderstood Genius" in Darkwing Duck S1E9: Comic Book Capers (16:30). Just sort of in-between.

But like Bowser  in the Nintendo series; Megavolt maybe the most iconic villain Darkwing ever dealt with. But he's not the evilest one of them all, he does seem to have a sense what would go too far. Like war, destruction, invasion, setting buildings on fire, etc.

Megavolt might make it to top 5 evilest villains Darkwing ever faced, but wouldn't surpass SteelbeakPaddywhackTaurus Bulba , and Negaduck .
Like Quackerjack as far as I memorized; Megavolt mostly fights Darkwing whenever he gets in the way, never out of vengeance like wanting to kill Darkwing before any other goals. It's even possibly that Megavolt might even see Darkwing as the most worthy opponent ever to fight against.

And I'm sure that without Darkwing Duck; Megavolt and Quackerjack would have indeed taken over the world without the need of the other Fearsome Members. But as revealed in S1E53: Stressed to Kill; their plan would eventually backfire out of their own mistakes. Neither of them are in full self-containment enough to keep control of their own actions.

So they would need Liquidator to cool down, and incase they set the buildings on fire again. They'll also need Bushroot if anything happens to Megavolt and his health if his mind or heart gets weaker. Since Bushroot can grow plants of all kinds rapidly, surely he could also make fruits, vegetables, and any healthy herbs to keep his friends going. And Bushroot would help them, as long as they are "friends" to him, which is what he wanted most. Friends and love.

As far as I theorize; The Fearsome Five would take over the world. Only 4 of them tend to do so to get respect and be in charge of St. Canard (or the world). NegaDuck would be more destructive and turn our world into a world similar to Negaverse. As proven in the BOOM! Comic issues 5-8.
The Fearsome Four would be bad guys worth befriending to fight worst guys. Like if there's an invasion from other dimensions like demons from hell (reference to Doom ), or similar.

Don't get me wrong about NegaDuck; I actually like him despite his most evilest ways. Just seeing that when it comes to being with NegaDuck whether it's liking him, hating him, fight with him, fight against him, fulfill his wishes or not. It may all come down to only 2 results; rip us out of any deals, or simply kill us. Almost like Ganondorf  in Zelda; kill anybody in desire for the world uncontested, no matter what. But still a fun villain.
