They copy pasted this persons work, and changed the hue. It's obviously done on a base, but they're the same picture. That's what a recolour is..

I'm sorry, but I will be bothering this person. They are a blatant thief. I apologize that you don't see the blatant hue change they did to the original. As somebody who runs an adoptables group, I see /several/ stolen pieces, so I do know what I'm looking at.
