Surprise, the Bioshock AU is a Bioshock/MCU mashup!
Let's just say that in the AU, Hydra helped Rapture be built and of course, that means Andrew Ryan (unknowing of who his new allies truly were) had access to the Winter Soldier.
Bucky here ends becoming inspiration for the Protector Programme and even ends up one himself. He's one of the Alpha Series, but he's dubbed Pre-Alpha Series due to his role.
He's the protector to the Big Sibling's gatherer.
