Misty is a total cutie, but why is she wearing socks? I don't think she would be the type.

True her character design doesn't show visible socks coming out of her shoes but the socks in this artwork look short enough to be hidden by her normal shoes so it's not too wrong she might wear a short pair of plain white socks, it wouldn't really conflict with character design.
(Does she not wear socks in the anime or have a thing against them? Never seen the anime my self so I wouldn't know. [Anyone feel free to pitch in if you know so I can get a answer.])
Or the artist may have simply taken some liberties.
*Oh what type of girl do you think would or wouldn't wear socks under sporty tennis shoes like the pair she wears through out the time she's on screen? Not meaning to offend you, just curious because socks just seem to be a universal clothing item this day and age and everyone just accepts most people wear them with their shoes. Not including sandals or dressy shoes. (Mostly for women)*

Oh, not a thing against them. Just that from what I remember from the old episodes, whenever the main characters had their shoes off, for a picnic, for example, most of the time Ash and Brock were seen wearing socks, while Misty wasn't. That's why I was curious.

Well you've seen more episodes than me so I'll take your word on that.
I guess he just took the liberty of including short socks on Misty's feet. (Either he thought it would fit more with the setting, it's the artist personal preference, or he thought socked feet would be easier to draw than her bare feet or her shoes. [And I think they are, not so many details to include than with socks or shoes.]
And you just brought something to my attention. In media (Especially anime.) and in real life sometimes, why is it that boys are generally more likely to be depicted to wear socks/not go barefoot than girls do? (I'll use an example you just gave: Ash, Brock, and Misty)
