Her being an alicorn for no reason is a big no already, but her also just popping up in the middle of a party makes her mary-sue in a way. If you can't decide between unicorn or pegasi, why not try an Earth pony? We seriously need some of those.

Let's take it from the top shall we?
((WARNING: I'm VERY blunt so please don't take it as me being mean, I'm not trying to sound rude, I'm just giving out small tips and pointing out the flaws.))
1.She's an alicorn for no apparent reason. If you look at the princesses in the actual MLP show, you realize that they all have dedication to their people, because oh I don't know...they're the ONLY ones who can use powerful magic AND fly. Princess Cadance rules and protects the Crystal Empire and loves them all deeply, Luna and Celistia both rule over ALL of Equestria and protect their people with all of their might. And of course Twilight is learning how to one day rule over possibly an entire continent/empire, and she has to learn how to LEAD. You also clearly state that your OC IS A PRINCESS OF PARTYING. Not only is that blantintly stating she's a princess, but she wouldnt be a very good one if all she cares is about partying. If you're going to make an Alicorn, she should at least have the Talent/Skills/Dedication/Strength/etc. To lead, being a princess of partying is absolutely useless. She should just be a regular Unicorn/Pegasus/Earth pony if you want to try anything like that.
2.Pinkie Pie was never stated if she was, in fact, insane. So what your basically saying is that your OC is basically a rip off of Pinkie Pie's personality in all honesty, and in my opinion. Their are other ways to describe this kind of personality without blankly stating that she's just another Pinkie Pie, try using more synonyms to describe her fun personality. Or just give more descriptions and flaws on her personality.
3.Oh...my...her backstory is by far the one I think that needs help. She...just...comes...out...of...nowhere. Not only is that description lazy, but its really weird. Why exactly would anyone immediately adopt a baby ((this is not superman btw)) that just came out of the nowhere, nobody seriously questions why their was a light and all of a sudden some random alicorn appears? Nobody takes her to Celestia because well...she's an Alicorn and therefore royalty in a sense. Why can't it be a normal adoption that Vinyl and Neon go to and they see her and get to know her better instead of saying "HEY! Random baby appered out of nowhere! We should take her in just because!"
Their is no...nothing that really shows compassion to why they would adopt her in the first place.
No feelings, real reasons into taking her in, its...just weird, unoriginal, just a really poor excuse to be with/near a cannon background pony.
Now, maybe if you added more to the back story besides a short two sentences people would maybe overlook her backstory , but it does need to be fixed a lot.

I can overlook her being an alicorn for the sake that you couldnt pick(hint, make two then, one of each) but what exactly makes her a princess? Also, what's with this line "Songbook acts a bit like Pinkie Pie, except she's sane" Pinkie isnt sane?
