TOOK FOREVER. HUGE FILE.
Here we go. This is how I draw almost everything.

1. just your basic sloppy 'skeletal' structure of the dragon. It always helps to start out like this.

2. Start drawing the basic lineart.

3. With finished lineart, I draw on some markings and crap.

4. Start coloring stuff, and select the outside of the lineart. Then I press delete to get rid of all the excess color.

5. Just.... finish the basic colors I guess? (The one below it shows the colors without the lines)

6. I start shading it really horribly, but in the right places.

7. I blend stuff, making the illusion the colors are fading into eachother, by pressing the Alt button on my keyboard while using the paintbrush (creating the color picker thing) and grabbing a color right on the edge of my shading. All using the Hard Round Opacity 24 1 brush.

8. Finish doing that to all the different colors and stuff.

9. Do the eye. Kinda simple.

10. I then add markings and stuff.

11. This is one of my favorites. I make a new layer, set it to Colordodge, and then fill it in black. Black is invisible while using colordodge. Then just using white, I airbrush parts I want highlighted.

12. I love this part. With still using colordodge, I make little highlights, like ovals and dots in lightened places.

13. I made little adjustments where I wanted more colordodge, and I added more effect to her wings. I also ran more streaks using a normal brush in her hair to make it less looking like a big bunch of fur, and more like hair.

14. Did more to her hair. And also shined up her eye, and made the iris darker on the top.

Last I just added little beads on her tail and front feet with normal brushes and made them shiny. I also added a little bit of shine to her eyelashes.
