I used a tripod and 0.5 second shutter speed with F/9 aperture to get the flowing water to look like this. Depending on the speed the water flows, usually the shutter speed of 0.5 second and up gives the desired effect. It's good to use a tripod and 2 sec timer on to avoid camera movements. In a bright daylight it's good to use a ND filter to be able to use longer exposure time, but sometimes just using a smaller aperture (higher f-numbers) is sufficient.
