You can use it to color what ever, but if it's not an adoptable then you can't post it online anywhere.

Because it's for adoptables.
I don't like my bases used for people to get out of drawing their own art.
Some people like to work out a design that fits the character's concepts, and not just color in a base and post it.

Download it, then open it in any layer-supporting program(Photoshop, SAI, artweaver, ect.)
Then just make a new layer under the lineart layer and color.
