It was a quick sketch in Opencanvas with a wacom tablet. I didn't do anything special to it, just played with the colors and layers a lot. You can probably do the same stuff in Photoshop and any other art program.
As for drawing steps, I'm probably not the most helpful teacher, but I collected a ton of tutorials from great artists in my favorites. You should check them out.

Uh~ Sorry, dude. The router I had crapped out on me last night.
However, I've got it up now.
Now, this chapter is kinda short and is kind of an introduction of the character, so it'll be a little seamy.
There is sex for a good chunk of it, so I dunno what you'll think of me for putting that in, but it's just another dynamic of the character.
Of course, in proper Bioshock fashion, we have violence as the tour de force, so don't be too worried.
It takes place WAYY back in Rapture history, right at when things really got nasty. That is, the New Year's Eve Party of 1959 (I believe it was 1959...)...
