Yes I did. It takes time to learn and can depend on what program you use. But I am working on Goupi's 4 key walk cycle (meaning 4 pictures to animate) and will shop you when I finish. I am on the second step now.
But if I were to oversimplify animation, it would be to draw something how you want it to start, then how you want it to end and every dramatic pose in between. Those are your keys. Next, use the first and second key in the sequence as guides and draw the position in between them. Keep going between key 2 and key 3, and so on. The more pictures there are, the more fluid the animation, but the slower it is.
I guess that's the bare bones of lesson 1.

A great place to start learning to animate is looking for "dog walk cycle" in google images. You can find a 13 frame walk cycle and see how each picture changes. Then apply that same idea to any four legged animal, like Shizuka. Combining these two techniques might be what you need to capture Shizuka walking.

Whcih program do you use for animation? And is the file a gif file? So this means it's better just to use falt colors with cell shading instead of detailled pictures, right?

The reason cartoons are drawn so simply is to make them easier to read. That said, you don't need to go too simple.
Gifs can be made using animation rules, yes, but you can also make movie files. I am learning to use Krita's animation, but it does have draw backs, such as file size.
Blender works for 3D but can also offer video editing to finish the job.

Best way to start is pick something you want to see in motion, and make a comic about it using identicle panels.
