Exactly that - Dib from the Invader Zim pilot. A pilot is essentially a test pitch for a television series. Compared to a lot of other animated pilots, the one for Invader Zim ended up mostly true to the final product, though there were definitely some changes. For instance, Zim was voiced by Billy West instead of Richard Steven Horwitz like in the final. As part of these differences, there was some minor design changes - the most notable being to Dib. His shirt originally was meant to be a dull yellow-green and all the human characters in the pilot have these absolutely horrifying teeth. Good God the teeth in the pilot are horrifying. Technically every human character in the pilot has them, but they're by far the most notable on Dib so it gets associated with him.

Also, for some reason a lot of people see Dib's pilot personality as being much more aggressive, chaotic, and sadistic. Honestly, I don't think pilot!Dib's that different from his role earlier in the show. In the final show he still has petty fights with Zim and goes out of his way to harass him at points, even later into the show when Dib was made notably more sympathetic. Hell, I'd argue Dib's obsession with performing an autopsy on Zim (early on) and illegal stalker tactics (later on) are far worse than anything Dib did in the pilot. In many respects Dib and Zim's rivalry is much friendlier in the pilot, given they only are having a mechanized food fight and stop to compliment each other's gear. It's mostly the design differences giving off that different impression, at least from what I can tell.
