Well, the process is kind of simple:
1) Think of a scene you'd like to make.
2) Find/take a picture of the background.
3) Find the vectors you want to put in.
4) Use a photo editor like photoshop or GIMP to put the vectors in at the right size.
5) Add some lighting effects to the vectors and make some basic shadows (there are a few tutorials on how to do these).
And if you publish it, make sure to credit the vectors and the background if you didn't take it yourself.

Actually, the filly unicorn (Sweetie Belle) is Rarity's sister. The other two are Sweetie Belle's friends, Apple Bloom (yellow earth pony) and Scootaloo (orange pegasus).
