This is how I color my eyes. Or erm one of the bunch of ways I color eyes xD
Yeah my styles are all over the place.

Anyways this is cell shading, I think, so no blending or blurring is necessary.
You can do this in any program I presume and even good ol' MS Paint.

Hope this is put to good use!
And don't forget to play around and experiment and find your own way of coloring eyes.
I'm going to be saying experiment quite a few times.
