Wow that looks very moody - great lighting and rain effects ! I love how the background disappears slowly into the fog and darkness.
Is this game set in Moscow ? I see City of Capitals and Neberezhnaya (or Eurasia, can't really tell

No it take place in Paris, in this kind of painting we juste take things we like and put it on the picture with few over paint, that's why sometimes you can reconize some architecture who still exist
