For the sake of simplifying I can't help but feel it should evolve with the Sachet item as it's basically the same thing as what a perfume item would entail. The fact that the sachet and the sweet dream only evolve one pokemon each is something that's stuck in my craw since they were introduced, heck most trade items are like that and it seems so silly to me.

That's for story purposes, the item plays into the story of the pokemon's evolution. There are general evolution items like the King's Rock and Metal Coat and there are "signature items" that like those you mentioned.
Think about how Solgaleo and Lunala's abilities are clones of other abilities, but they gave them their own name, it is to keep it thematic.
Sometimes evolutions are unique for continuity purposes: take for example the Eveelutions, every generation having Eeveelutions somehow incorporate a new mechanic that did not exist prior, this is to explain the fact that you didn't see any Umbreon's in Gen 1 even though all Eevees can evolve into them.
That's how I think about exclusive items.

Well, there's no reason for it to be Fairy imo. Nothing folklore/mythical about it. Honestly, I just apply fairy type by instinct but this one felt like it did not warrant Fairy type.
