She's looking out at a world she's creating (representing mentally, not literally, that's why it all looks a bit vague) that is safe and healthy. Her back has a trauma from the past that she's trying to turn into something beautiful and beneficial; and the arrows are negativity she's trying to cope with and find balance through.
