They're beggars seeking machine parts. A few wires, a broken phone, a bit of scrap metal, etc. Their numbers increase the more successful they are at gathering in any specific location. Nobody's sure if this is because they tell each other where easy pickings are to be found or if they use their gathered junk as raw materials for von neumann reproduction.

The city has always had them. They're kind of a tourist attraction, as the mechanical mascots of their city. Despite this, nobody knows or at least seriously believes in the urban legend that in an abandoned subway tunnel, they've converted their scavenged trash into a robot. As the tall tale says, one day when the city is under threat, the Colossus made from the city's detritus will tear its way through to the surface and defend it . Assuming the Colossus is finished by then.

For this reason, the urban legend states, give generously to the scavenging Rustboys. Their incomplete offspring needs to be finished so it can save lives one day. Yours or your great-grandchildren.
