This is a totally mod of tinge, I know, i have both WB's. what the hell u think its based on in the first place? Everything is the same as the Red Pepper Edition Tinge so its hardly unique. Rissol's was a mod of tinge and not released for this fact. Asking permission from rissol is fine for using his mod but thats not permission from the creator of Tinge to submit the mod.
