[EDIT] Neon is now up for OPTA due to me having terrible anxiety every time I look at him. He was based off of a friend that turned bad, and Neon now gives me bad memories and literally scares the fuck out of me if I simply think of him. Lowest offer is 20 points, and he has more art, but are old designs and don't look the same as here. If you offer over 100 points I'll add in a bonus reference sheet and headshot of Neon.
