That depends if you'd like to persue a professional career / are serious about drawing and want to make an income, or just would like to keep it a hobby!
If you want to keep it a hobby, don't worry about quality too much. I can give you the advice to search some tutorials via google though, it helped me a lot.
If you are serious about it, and plan taking on commissions, art trades, and becoming better at art: Well first of, you get better naturally over time, so don't stress it, art is a very very, very, very long lasting process, it takes years until you get better.
Second, like I said above, best would be to google tutorials, I myself am still an amateur. I can only help so much.
But regarding dragons, dragons do not exist. In order to stylize something, you want to know the real anatomy first, so you can properly stylize it. But you can't study something that doesn't exist. So my tip here would be to check out other creatures anatomy. Horses, Dogs and cats are my go-to for dragons, and also snakes for the long necks and tails.
Wings are another thing. I LOVE to draw wings (and pretty much everyone who knows me knows that LOL) BUT it took YEARS until I got good at them. They aren't as easy to draw as people might think. For wings, you want to imagine an arm, with very very long fingers, and sheets stretched between the individual fingers, and the pinkie finger to the body. References for wings are a MUST. They are too different from our own anatomy or what we see on a daily basis (unless you have to do a lot with birds, bats or other animals with wings) to be able to just draw them properly without references.
I use canine / feline like anatomy for the legs, and a strong chest like horses have for the, well, chest area. I hope this helps. You want to study other creatures, learn to draw them, experiment and stylize them, before you try to draw something that does not exist.
