Frisk's right leg is twisted, which is the main reason she has such a difficult time walking on her own. Every step is pretty painful, so even when she uses something like a crutch or a cane she still doesn't move around much.And yah, poor Papyrus is in shock. Considering he still probably expected Frisk to be the same age (because no matter the years Papyrus is still Papyrus), seeing her like this isn't the outcome he expected.
