Description
Cryo-pyrokinesis - The ability fire with ice properties or vice versa . The user can create, shape and otherwise manipulate ice with fire properties, fire with ice properties, and/or both ice and fire simultaneously. The user may also have the ability to control, or even change/convert existing sources of fire/ice into their own element since, ice fire does not exist naturally.

Here are the users

Ultimate Big Chill (Ben 10 Ultimate Alien) - Ultimate Big Chill controls Ice Flames. When his beams hit his target, the ice consumes the heat of whatever they touch and use that energy to burn, which he describes as "fire so cold it burns."

Shoto Todoroki (My Hero Academia) - Having inherited the Hellfire and Frost Quirk from his father and mother, Shoto Todoroki was born with Half-Cold Half-Hot, granting him both powerful ice and flames from his left and right sides in mastering both sides, he has learned to combine them into a single ability unique to himself, making Cold Fire, which freezes and burns opponents, granting Shoto an offense and defense against the elements.

Kyurem White (Pokemon franchise) - When fusing with Reshiram , Kyurem White has the power to manipulate both ice and fire , while Kyurem W doesn't get access to other fire type moves like flamethrower , fire fang , fireblast etc , he gets fusion flare a fire type move and Ice Burn where gives the user the Ice Burn status condition for a turn, and will then unleash the move on the next turn, dealing damage to enemies in the same room.

Zane (Ninja ) - I know , I know , Zane is the elemental master of ice , not fire . You might be scratching your head s on why I put him on the list , well it's becasue he can create icy blue flames as seen in Trial by Mino. And here's the image if you don't believe me

Jakiro (Dota 2) - Jakiro is a two headed dragon of fire and ice . Nuff said.

Boboiboy Frost-Fire (Boboiboy Galaxy) - When Boboiboy Blaze and Boboiboy Ice are together, they will combine into Boboiboy FrostFire where he uses both fire and ice powers . His weaponry and attacks consists of it.

Cirno (Touhou Lost Word) - Cirno is a unusual case . She has ice magic yet her personality fits for someone who has fire powers , hence here is an alternate version of her called Achi Cirno who uses pyromancy . In Touhou Lost Word , Cirno (Scarlet) has the spell card Permanent Red Ice Fog has Fire Breaks on it . And moreover, she doesn't actually specialise in Water breaks.
