Personally , I believe Cirno can manipulate electricity because she's part of nature and she'll be the strongest if she has the said power . It could be her spiritual affinity like Marisa's with water and the lightning element fits her personality . I dubbed Cirno the electro-ice fairy or the fairy of snow and lightningPowers / abilities
