First off, fans aren't that whiny over several other absences. They can only add so much and the cameos are a mix of both Fatal Fury and KOF. Adding more is just going the extra mile.
Second, Mai Shiranui was just inappropriate for a E10+ rated game. And the best part of her look is that IN UNIVERSE (Both FF and KOF), people criticize her look. Look at KOF 13's pre battle dialogues involving Mai. You'd see why she would be "banned".
